Clock speed describes the speed, or frequency, at which the processor operates; as determined by the rate of data transfer through internal logic sequences. 

Thus, the speed of a computer is determined by the speed of its three basic elements:

• Microprocessor (CPU)
• System memory (RAM)
• Core logic (located between the RAM and the CPU)

These elements must be balanced in order to achieve optimal system performance.
